Halifax Regional Municipality (HRM) is accepting applications for the full-time, permanent position of Project Manager with Corporate Real Estate.

Reporting to the Manager of Client & Project Management, the Project Manager provides property development strategies around municipally owned properties and independently manages real estate projects. This position requires an experienced professional who shows leadership, takes initiative, is a creative thinker, and who maximizes opportunities to achieve outcomes. Strong project management, communication, problem-solving, and consensus-building skills are essential.

DUTIES AND RESPONSIBILITIES

  • Works with a broad range of stakeholders to ensure that the municipal real estate portfolio supports community and corporate needs as directed by Council; and that effective real estate policies and processes are in place to govern best real estate acquisition and disposal practices.
  • Develop Project Charters to establish the authority to manage the successful delivery of client/sponsor goals and the scope of work, schedule, and budget objectives.
  • Ensure that all project management components and activities meet local, provincial and/or federal codes and regulations;
  • Develop project management plans, with scope of work, schedules, budgets and associated risk probabilities/impacts;
  • Manage the preparation of RFP documents;
  • Manage and direct HRM project team members and external consultants in the preparation of studies, land management strategies, delivery of land acquisition, or disposal of surplus property;
  • Prepare technical reports, staff reports to Halifax Regional Council, liaise and consult with the general public, other government agencies, consultants, etc. as required in performance of the responsibilities of the position;
  • Adhere to Municipal procurement constraints for contract management and contractor assessment procedures and practices;
  • Proactively liaise with and report progress to clients to ensure that they are informed of project progress, and that all their concerns are being addressed and resolved to their satisfaction;
  • Provide performance feedback to Supervisors/Managers of HRM project team members;
  • Manage quality assurance of authorized consultants and internal HRM project team members; reconcile project performance against plan at project completion, and conduct customer satisfaction assessments and follow up;
  • Manage Halifax Regional Municipality’s resources – financial, physical and human – effectively and efficiently and in a manner that supports high quality deliverables;
  • Manage a strong stakeholder satisfaction orientation and utilize high standards of communication management.

QUALIFICATIONS

  • Post-secondary degree, preferably at the graduate level, in such disciplines as Real Estate, Business or Public Administration, Architecture, Engineering, Urban Planning, Environmental Studies, or related degree or suitable combination of education and experience.
  • A minimum of seven (7) years’ relevant experience, three (3) of which should be in a municipal or public sector environment. Sound knowledge and experience in the areas of project management, real estate transactions, facilitation, collaboration, policy analysis, program development, financial real estate analysis, public engagement, communication, stakeholder relations and customer service is required.
  • The incumbent shall also be willing to work toward achieving a relevant professional designation(s) in real estate administration, planning, project management, valuation or other relevant area or discipline.
  • Technical / Job Specific Knowledge and Abilities:
  • Knowledge of real estate practices, trends and procedures;
  • Knowledge of occupational health, safety, environmental, planning, development and other applicable municipal, provincial and federal legislation and procedures;
  • General knowledge of operational and functional requirements of municipal business units;
  • General knowledge of municipal procurement policy;
  • General knowledge of site development, landscaping, storm water management, site analysis, and concept planning;
  • Ability to lead and influence diverse work teams of internal and external stakeholders;
  • Working knowledge of software used by the municipality (e.g., Outlook, Word, Excel, PowerPoint, GIS, Property On-Line, SAP, Microsoft Project, etc.)

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full-time
HOURS OF WORK: Monday through Friday, 8:30am – 4:30pm, 35 hours per week.
SALARY: Non-Union, level 7, $82,080 – $106,220 (salary to be commensurate with experience)
WORK LOCATION: 3rd floor of Alderney Ferry Terminal (88 Alderney Drive, Dartmouth)
